The Final Development Plan 2031 AD for the Gurgaon-Manesar Urban Complex was notified by the Town and Country Planning Department (DTCP), Haryana on 15 November 2012. It replaced the 2021 plan, which had planned for 37 lakh people, and its 2025 revision.
It allows for about 22 lakh people in the parts already built, plus 22,957 hectares of new urbanisable land for another 20.5 lakh — 42.5 lakh in all by 2031. It also raised the permitted residential density and dropped most of the land earlier reserved for SEZs.
Share of the 32,988 ha of planned land use. The existing town (406 ha) and village abadis (478 ha) bring the total to 33,872 ha.
